Another year of wild salmon returns being prognosticated by the Department of Fisheries and Oceans (DFO) and Pacific Salmon Commission (PSC) – another year of wildly variable predictions ranging from the one in ten chance (10%) probability through to the 9 in 10 chance (90% probability).

But… one has to read these carefully, as DFO as adopted their own unique probability language – it sort of reeks of used car salesman language (no offence to those in this line of business).

This year the Fraser River sockeye forecast in fisheries science speak is a one in ten chance (10% probability) of a return “at or below 1,554,000” Fraser sockeye — and a nine in ten chance (90% probability) of a return “at or below 15,608,000″ Fraser sockeye”.

Hmmm… nothing like being able to report back in some ten years on some “best practices” or “benchmarking” report: “Look, we were 90% accurate in our forecasts because nine out of ten years the actual salmon return was always under the 90% probability prediction…”

Now the curious thing is that DFO goes with the 50% probability forecast (1 in 2 chance), which is this year at 4,765,000 Fraser sockeye — to “manage” the various fisheries.  So, again, in fisheries science speak that is a 1 in 2 chance that the run will be “at or below” that level.

Missing from these forecasts is the 0% chance and 100% chance – but instead of 100% chance representing a ‘guarantee’ it’s sort of in reverse. There is a 100% chance that the run will never get this high… oh, but wait, we don’t deal in 100% probabilities when we’re dealing with nature… ummm… because it is ‘un-predictable’…

Even says so in DFO’s own documents – including this years 2013 forecasts documents:

So, apparently we can’t “quantitatively” or “qualitatively” factor in, or accurately capture environmental variables…  And we are surprised that we can’t capture variability or reduce uncertainty?

Thus we use “random variability” in our forecasts…?

“Stochastic”… which the etymology (roots) of this word capture the meaning well…

“pertaining to conjecture,” from Greek stokhastikos “able to guess, conjecturing,” from stokhazesthai “guess,” from stokhos “a guess, aim, target, mark,” literally “pointed stick set up for archers to shoot at”

Or… maybe a dart board in which to place ‘predictions’ and start throwing away… and hence the opening illustration. Which also represents the new “top ranked models”…

Where are the variety of $20+ million Cohen Commission recommendations?

Several had a deadline of March 31, 2013 – and remain at a 0% probability of ever being implemented – or wait, is that supposed to be 100% probability that the level of implementation will remain “at or below” the current level of implementation…(?)

…if we are to use fisheries forecasting-speak….

But then at least it seems money that went into the Commission can just get piggybacked onto the “Canada’s Economic Action Plan” initiative – it was a great job and contract creation project for several years.

And well, it kept a variety of journalists going, and even this blog… but oh where, oh where has the interest in Fraser sockeye gone…?

A fantastic book that I recommend for all fisheries scientists (and otherwise) out there. Nassim TALEB1-300x300Nicholas Taleb’s “Antifragile: Things that gain from Disorder” – just recently released.

There’s a pretty decent review at that sums things quite well:

…he’s brilliant, funny and fearless and tackles consequential topics. What are the limits of science? Of understanding and prediction? Given our limited ability to know and control the world, how should we live our lives? How can we prosper in spite—and even because—of life’s vicissitudes?

A former derivatives trader, Taleb made his reputation by bashing conventional economics and finance, but his scope has always ranged far beyond Wall Street. His Big Idea is that life inevitably serves up surprises, or “black swans”–from AIDS and nuclear weapons to the 9/11 attacks and the internet—that our necessarily retrospective models of reality cannot foresee.

…Here is how he sums up his message in The Wall Street Journal: “We should try to create institutions that won’t fall apart when we encounter black swans—or that might even gain from these unexpected events… To deal with black swans, we instead need things that gain from volatility, variability, stress and disorder.” That is what Taleb means by “antifragile.” He offers some suggestions for achieving antifragility in government, business and other spheres: “Think of the economy as being more like a cat than a washing machine.” “Favor businesses that learn from their own mistakes.” “Small is beautiful, but it is also efficient.” “Trial and error beats academic knowledge.” “Decision makers must have skin in the game.”

Taleb has a this past November:

Learning to Love Volatility: In a world that constantly throws big, unexpected events our way, we must learn to benefit from disorder, writes Nassim Nicholas Taleb.

Several years before the financial crisis descended on us, I put forward the concept of “black swans“: large events that are both unexpected and highly consequential. We never see black swans coming, but when they do arrive, they profoundly shape our world: Think of World War I, 9/11, the Internet, the rise of Google.

I also recommend Taleb’s earlier book from 2007, The Black Swan: The Impact of the Highly Improbable. The review on Amazon sums it well:

A black swan is a highly improbable event with three principal characteristics: It is unpredictable; it carries a massive impact; and, after the fact, we concoct an explanation that makes it appear less random, and more predictable, than it was. The astonishing success of Google was a black swan; so was 9/11. For Nassim Nicholas Taleb, black swans underlie almost everything about our world, from the rise of religions to events in our own personal lives.

This certainly sounds like the 2010 return of Fraser sockeye… the big one. And in turn the ‘collapsed’ run of the year previous.

There are some pretty good YouTube clips of Taleb speaking. He’s known to be volatile and unpredictable at times. In one of his calmer appearances, he has a great comparison between plane crashes and bank failures…

He suggests that when a plane crashes, generally people die – however, we learn from those crashes, which in turn reduces future plane crashes.

Yet when big banks crash and fail, we don’t learn from those events and in fact, more big banks fail more regularly.

Taleb suggests, as the handwritten quotes above suggest, that we spend far too much time and resources trying to predict things, that we can’t in fact predict.

Hmmmm. like salmon runs? for one.

And two, predictions of how many salmon can be caught from those badly predicted run sizes… yet retain the ‘health’ and ‘resilience’ of these runs, or collection of salmon runs which comprise the Fraser sockeye runs?

And so on, and so on.

We know that the concept, and formulaic practice of determining Maximum Sustainable Yield in fisheries is a highly failed, flawed, and screwy model. It should be banished, yet it still dominates ‘fisheries management’…. [see free E-book in right hand column]

…that term in itself a misnomer… it implies we can ‘manage’ the fish, and in turn the ‘fishers’ that target and bonk them… the latter being somewhat more ‘controllable’… ‘manageable’….

Wading through Justice Cohen’s reports, evidence (or lack of…), and 1000+ pages makes me think of Taleb’s quote above: ‘the limit is mathematical, period, and there is no way around it on this planet. What is nonmeasurable and nonpredictable will remain nonmeasurable and nonpredictable no matter how many PhDs you put on the job.’

And like banks and politicians — no one is held accountable for making bad or wrong predictions based on complex spreadsheets and formulaic equations. As Taleb essentially asks: what if we held scientists accountable, would we continue to get the same bullshit models and faulty prediction regimes? He suggests that far too few ‘predictors’ and ‘spreadsheet makers’ are ever held accountable for their ‘predictions’.

What if fisheries scientists and predictors and prognosticators were held accountable for their predictions? and risk models? and so on…?

Would we all of a sudden see a massive simplifying of this ever-increasing ‘science’ which is not really a ‘science’. Similar to economists, fisheries scientists can predict future salmon runs with as much accuracy as the prognosticators predicting where financial markets will close next Wednesday…

They/we can’t.

So why do we continue to waste millions and millions of dollars on faulty science, predictions, consultants, law professionals, and so on.

As has been pointed out in recent posts, and many past posts, wild salmon inhabit far too many vast areas (e.g. the North Pacific) of which we will never, ever be able to make accurate ‘predictions’ about. So why flaunt and flit about suggesting that we ‘understand’ things that we don’t…

It’s kind of like lying on one’s resume then getting the job, or taking performance enhancing drugs for decades and yet maintaining innocence, or lining one’s own pockets or those of their friends while an elected politician…

Italian ‘Earthquake’ scientists charged with manslaughter…failure to adequately evaluate, and then communicate potential risk to local population.

Sockeye circle2Here is a very curious story… scientists — “well-informed professionals” — charged with manslaughter following April 2009 earthquake in the Italian town of L’Aquila. If one searches the term “L’Aquila Seven” a whole range of media stories and otherwise pop up. I became aware of this story through the produced by Simon Fraser University ““.

As stated in the newsletter:

In October of this year, an Italian judge sentenced six scientists and engineers and a civil servant to six years in prison for manslaughter in connection with the magnitude 6.3 earthquake on April 6, 2009, which devastated L’Aquila. Much has been written about the decision and the international reaction to it, with many learned groups decrying the verdict and the court sentence. This reaction seems to stem from the assumption that the scientists were being condemned because they failed to predict the earthquake, which every geologist knows is not possible.

The story,however, is more nuanced – the decision was based on the scientists’ failure to communicate the risk not predict the earthquake.

There’s another interesting blog article published in October 2012: This article seems to take the opposite tack of many, which is to try and be clear about why the sentence was so harsh – it had nothing to do with the ability to predict earthquakes accurately, but, more to do with the communication that the professionals engaged in (based on their predictions – right or wrong).

The article states:

A court in Italy has convicted six scientists and one civil defense official of manslaughter in connection with their predictions about an earthquake in l’Aquila in 2009 that killed 309 people. But, contrary to the majority of the news coverage this decision is getting and the gnashing of teeth in the scientific community, the trial was not about science, not about seismology, not about the ability or inability of scientists to predict earthquakes. These convictions were about poor risk communication, and more broadly, about the responsibility scientists have as citizens to share their expertise in order to help people make informed and healthy choices.

The article continues:

…That is what this trial was all about; the poor risk communication from Dr. De Bernardinis – one of those convicted – and the NON-communication by seismic experts, who would certainly have offered more careful and qualified comments. Did that poor communication cause those tragic deaths and warrant manslaughter convictions? Certainly not directly, as the defense attorneys argued.

Did it fail a frightened community looking to the scientific experts for help, for guidance, for whatever insights they could offer…a community so scared by the tremors and that lab tech’s prediction that hundreds of people were sleeping outdoors? Yes, the poor communication was a serious failure, although scientists share the responsibility with the Italian national government.

While these scientists were there for their expertise in seismic risk, not as communicators, they also knew full well how frightened people were, and how important their opinions about the possibility of a major earthquake would be, and how urgently the community wanted…needed…to hear from them. But they just left town, and let a non-seismologist describe their discussions. For his failing to do so accurately and without appropriate qualifications, the scientists themselves are also surely to blame.

There is another interesting article on the incident at Earth: The Science Behind the Headlines, which argues in the scientists favor, against the judgement: Voices:

The case centers around these statements [statements of the scientists saying the chance of major earthquake was small]. According to a story in [], Simona Giannangeli, a lawyer who represented some of the civil plaintiffs, said: “You could almost hear a sigh of relief go through the town. It was repeated almost like a mantra: the more tremors, the less danger.”

“That phrase,” one L’Aquila resident said in the Nature story, “was deadly for a lot of people here” — largely because local custom had been to go outside when earthquakes struck, even if that meant spending the night outside. Instead, according to plaintiffs, due to the reassurances from De Bernardinis, people stayed inside where they were then killed or injured when their homes collapsed.

The Nature article was written when the indictment was filed against the seven scientists and has some key interesting suggestions:

The indictments have drawn global condemnation. The American Geophysical Union and the American Association for the Advancement of Science (AAAS), both in Washington DC, issued statements in support of the Italian defendants. In an open letter to Napolitano, for example, the AAAS said it was “unfair and naive” of local prosecutors to charge the men for failing “to alert the population of L’Aquila of an impending earthquake”. And last May, when Italian magistrate Giuseppe Gargarella ruled at a preliminary hearing that the scientists would have to stand trial this September, the Italian blogosphere lit up with lamentation and defence lawyers greeted the decision with disbelief. “On the one hand, he’s stunned,” Francesco Petrelli said of his client, Barberi. “On the other, he’s very pained and sad.”

The view from L’Aquila, however, is quite different. Prosecutors and the families of victims alike say that the trial has nothing to do with the ability to predict earthquakes, and everything to do with the failure of government-appointed scientists serving on an advisory panel to adequately evaluate, and then communicate, the potential risk to the local population.

There is much written on this case from a variety of sides and opinions — scientists quite naturally are up-in-arms; however as the last quote suggests and other info on the case — the focus is on the wrong issue.

The issue is not the accuracy of predicting earthquakes (or tsunamis or super storms, etc.) its on the communication surrounding these events and the risks involved, and how those are communicated.

Now maybe its events such as these that will give supposed “experts” pause when making various prognostications about risk… such as with oil pipelines and tankers, for example.

Or, how about government appointed scientists and decisions surrounding the impact of dwindling resources such as wild salmon…

The decimation of wild salmon runs throughout their historic range has led to things such as , , and who even wants to begin to tally the losses to human communities – First Nation and settler alike.

Now maybe this is a bit of a stretch for some… however, something to ponder. “Scientists”… the “experts” may need to be held more accountable for recommendations, and especially of their communication about risk — whether human community or otherwise.

However, that seems to maybe… putting us back into a spin cycle of ‘absence of evidence and evidence of absence‘… and… my science vs. your science… our ‘expert’ vs. your ‘expert’

The headline from the National Post reads:

An empty oil tanker caused minor damage Monday when it struck a tower in the middle of the San Francisco-Oakland Bay Bridge while navigating beneath the hulking span, officials said.

The 752-foot Overseas Reymar rammed the tower about 11:20 a.m. as it headed out to sea, according to the Coast Guard and state transportation officials. It didn’t affect traffic on the busy bridge, which is the main artery between San Francisco and Oakland, Ney said.

OSG Ship Management Inc., which is the parent company that owns the Marshall Islands-registered ship, said the vessel hit an underwater portion of the massive bridge structure.

Investigators had not yet determined the cause of the crash.

“There’s always the human factor,” Coast Guard Lt. Cmdr. Shawn Lansing said. “That is again what we’ll look into and see whether, in fact, it was a human error or something else and take that into consideration in the development of future regulation.”

Visibility at the time was about a quarter-mile, but officials didn’t say if that was a factor.

…The pilot of the ship was identified as Guy Kleess, 61, of San Francisco, a former Exxon oil tanker captain who has been involved in at least three other shipping accidents since 2009.

The incident provided a stark reminder of a similar Bay Bridge collision five years ago, when the Cosco Busan, a 901-foot-long cargo ship, hit the adjacent tower of the Bay Bridge, spilling 53,000 gallons of heavy bunker fuel into the bay, fouling 69 miles of shoreline and killing thousands of birds.

That an oil tanker similar in size to the Exxon Valdez, with the capacity to haul millions of gallons of heavy crude oil, hit a bridge in San Francisco Bay alarmed environmentalists.

This last line is particularly entertaining… what exactly is an environmentalist in the eyes of these writers? Is it only ‘environmentalists’ concerned about this?

The :

Monday’s mishap brought back memories of a major crash in November 2007 in which the 902-foot Cosco Busan rammed the bridge and spilled 53,000 gallons of oil into San Francisco Bay.

That accident contaminated 26 miles of shoreline, killed more than 2,500 birds and delayed the start of the crab-fishing season. Capt. John Cota, the pilot of the Cosco Busan, was sentenced to 10 months in prison after pleading guilty to two misdemeanors.

Apparently, that’s just more than those ‘pesky’ environmentalists fronting concern… I’m guessing the maybe 7 million+ residents of the Bay and surrounding area might be a bit concerned if this ship had hit the bridge with its full capacity of some 500,000+ barrels of oil which it had just offloaded.

Biologists for years have said that if a large oil tanker spills in the bay, the currents could carry much of it southward, where it would devastate egrets,herons, harbor seals, salmon and other species in the marshes and wetlands. Because of the weak tidal action in the southern part of the bay, the oil would take months, if not years, to remove.

The article continues with some key questions:

Among the key questions Monday: Why was the ship sailing in significant fog? After the Cosco Busan spill in 2007, the Coast Guard put in place rules limiting large ships from sailing when there is less than half a mile of visibility. Coast Guard officials said Monday that the visibility was a quarter-mile at the time of the accident.

Also, did Coast Guard officials who track ships on radar warn the vessel it was about to hit the bridge tower? [what about the ship’s own radar…?]

And why did the ship or its contracted emergency response crews not deploy boom — floating barriers that protect against oil spills — until hours after the accident?

Coast Guard Lt. Cmdr. Shawn Lansing said the ship, which was built in 2004, had a double hull, which is required under a federal law signed by President George H.W. Bush after the Valdez spill. At a news conference Monday afternoon, Lansing said investigators don’t yet know the cause of the crash but are looking at human error as a possibility.

There it is again… ‘likely possibility’… ‘may’… and now we’re back into the circle of ‘evidence absence’ and ‘absence of evidence’… and… well…

… then the great news cycle… this accident will blow away or float away in the Bay tides in coming days and weeks.

Except maybe in places where people are contemplating the ‘human error’ risk factors present in shipping oil, bitumen, fuel and otherwise in areas where collisions between land, and land-based structures could be absolutely disastrous – as the Exxon Valdez and numerous other accidents demonstrate.

Double-hulled, triple hulled, highly trained pilots, radar, Coast Guards, regulations (current or future), policies, judicial reviews, ministerial imperatives, etc. … it don’t matter when it comes down to old faithful “HUMAN ERROR“…

It’s not a matter of ‘if’… it’s only a matter of ‘when’… that is… when we’re talking shipping, ships, and oil.

Assessing the salmon evidence… cost and costs?

In reading through Justice Cohen’s 1000+ pages reports, there is quite a bit of positive recommendations, ‘conclusions’, etc. — however there are some glaring contradictions, and sad disappointments.

Justice Cohen explains his weight given to evidence in : The Uncertain Future of Fraser Sockeye – Causes of the Decline:

Assessment of the evidence
In the field of law, lawyers and judges ask whether the evidence led at a trial “proves” the case. In a civil trial, the plaintiff must prove his or her case on the balance of probabilities – that is, the judge or jury must be satisfied that the plaintiff’s version of events is more likely than not true. In a criminal case, the prosecution must prove the accused’s guilt to a much higher standard – beyond a reasonable doubt.

In this Inquiry, I have not conducted a trial, and in relation to making findings of fact regarding the causes of the decline, it would not be appropriate in my view to apply either the civil or the criminal standard of proof set out above. Rather, I use terms that express likelihood or degrees of certainty to describe the strength or weakness of the evidence, as did many of the authors of technical reports and other witnesses who testified during our hearings. (pg. 103)

The good Justice suggests in the 2nd volume:

It is not, in my view, a matter of choosing one potential cause over the other [for Fraser salmon declines]. Given our limited understanding of how the many identified stressors actually affect Fraser River sockeye and how regional processes affect many different sockeye stocks, prudence dictates that neither be ruled out.

The available evidence has identified a risk that both Fraser River–specific stressors and region-wide influences may have contributed to the long-term decline. Regrettably, that is as far as the evidence takes me. However, there are things that can be done to fill in knowledge gaps and progress toward finding cause-effect relationships.

Sadly, I think this is the great mis-guidance of our time… as well as a great contradiction. Plus a ‘limited evidence trail’ that cost some $25 million to write up.

Here’s a true “cause-effect” relationship…  Catch Fraser River sockeye, bonk on head, dead fish.

Effect? Dead fish.

Not complicated. Quite simple really.

‘Climate change’ and Fraser sockeye? Human-altered salmon habitat and large salmon run declines?

Well… the ‘arguments’ for this will rage until the last sockeye comes home… and… well… moo’s like the cows that came home too…

And thus there’s all this legal talk by the good Justice of “available evidence” as well as the complex, Donald Rumsfeld (Dubya Bush’s former Secretary of Defense) ‘absence of evidence, not to be taken as evidence as absence‘, etc. As aren’t we essentially looking for ‘weapons of mass destruction’ of Fraser salmon…?

But what about ‘presence of evidence’ to be taken as ‘evidence of presence’? (well that may be likely or probability is high… and enter other wiggly, slippery words here…)

Climate change is one of those sticky ones… sure the ‘climate’ is changing… but is that ‘climate’ as in the entire global — if so, how do we prove or proof the evidence? Is there evidence of presence… like on a criminal trial burden of proof? or a civil? or Justice Cohen’s ‘probably likely’ tests used in these reports? [and no offence intended, this is a complex subject… higher burdens of ‘proof’ or ‘evidence’ would have meant no report.]

When it comes to climate change, these are debates raging around the world, with deniers and climate change gurus alike. My point is not to pick a side… but to point out the obvious… if we humans (especially those esteemed peer reviewed scientists) can’t even agree that climate change is occurring or not, and that human activities are the cause, or at least accelerating what may be occurring naturally since the last ice age…

…then how are we having these theoretical discussions about theoretical impacts on things like ‘Fraser sockeye’ — from the ocean to the natal stream…?

And how do we separate out the historical reality that during the last big glacial advance, say some 10,000 or 12,000 years ago… wild salmon barely existed between north of the Columbia River and somewhere in Alaska and the Yukon (e.g. Beringia)… theories suggest some salmon were living as far south as areas in Mexico during the big glacial advances.

If that’s the case… then wild salmon have done just fine re-colonizing after cataclysmic events…  And if that may (or may not) be the case… then do we really need to spend $26 million (or so), largely on lawyers, legal realm experts, and supposed ‘salmon experts’ (who essentially bickered with each other and ‘their’ research agendas) — and trying to implement a slew of recommendations that will probably cost some $500 million or so to actually implement…

[Note: completely theoretical number… disclaimer… i’m not a government economist prone to making grandiose economic predictions…like fighter jet cost budgeting…or niggling about cliff diving off the famed Fiscal Hills located near Washington, DC]

See it’s commentary such as this – below – that drives me batty:

Only a few studies have explored the relationship between temperature and survival of immature sockeye salmon in the open ocean.

Oh, Ok…. so if we do more studies on the temperatures of the North Pacific and the ‘relationship between temp and survival’… we’re going to be able to better manage the relationship between ourselves and wild salmon?

Hmmmm. Let’s ponder that…

so are we measuring the temperature at the surface… 5 ft down… 15 ft down… (I know that whenever I swim in the North Pacific temperatures can range dramatically in a 30 ft radius, especially if there’s whales peeing in the area…)

How about where in the North Pacific…? it’s kind of big…

Survival…? Hmmmm. How?

Or better yet… how, accurately? Or wait… is it precision…?

… or accuracy…?

We can’t even get accurate counts of spawning salmon in a river 20 feet wide… and say 10 feet deep… let alone an ocean some several thousands of km wide and miles deep… full of salmon… well… from all across the Pacific Rim…

This is akin to trying to accurately measure the water displacement in my bathtub when a speck of dust lands in it… or better yet, tracking that speck of dust from my bathtub drain, some 800 km upstream of the mouth of the Fraser River, downstream, out to the Pacific, and how it impacts a gray whale migrating from Baja Mexico…

During the evidentiary hearings, Dr. McKinnell testified that Intergovernmental Panel on Climate Change projections for future climate are difficult to represent in terms of the finer-scale climate, such as climate changes that will occur in British Columbia and what the response of the marine ecosystem will be in the northeastern Pacific Ocean.

Hmmm.

These consistent theories that suggest developing more theories, devised by professional theorists, will assist in devising a theoretical ‘management’ strategy (aka theory), implemented by more professional theorists, adhering to the initial theorists’ theories to catch theoretical salmon… just doesn’t hold a lot of water. Especially, when it’s all said and theoretically done… the Minister still has the unfettered power to overrule the theorists and make decisions that make more sense to the other professional, practitioning theorists… the economists.

So no matter how much we continue to debate, argue, protest, whine, snivel, shout, cry and kick&scream and then delay doing things… because of absence of data… or… is it absence of evidence… or is it evidence of data absence…

No… it’s ‘high likelihood’ and certain certainty or is it just likelihood and certain evidence… likelihood of data absence, or evidence of data likelihood…?

ah, I can’t remember… however, one things for sure… if you’re in the salmon theorizing field (and it’s a pretty small one) chances are pretty good that your job security, or research contracts are looking pretty decent.

Oh wait… under the current Canadian governing regime, only if it’s researching fish that supply a ‘fishery’…

Likelihood that the evidence of absent data gets filled in near future by present evidence and theory…? Low.

Likelihood that $$ continues to be wasted on theoretical processes that result in preconceived, unfettered decisions…? High.

Likelihood that even if evident data gaps got filled with evidence and data-gap filler, that our ‘management’ of salmon fisheries, salmon habitat, and slowing ‘climate change’ or ‘climate change impacts’ will occur…? Low!

(cost of that opinion… well… FREE).

Maybe George Orwell said it best some 60+ years or so ago, in his essay: .

A man may take to drink because he feels himself to be a failure, and then fail all the more completely because he drinks. It is rather the same thing that is happening to the English language. It becomes ugly and inaccurate because our thoughts are foolish, but the slovenliness of our language makes it easier for us to have foolish thoughts.

This from : The Uncertain Future of Fraser Sockeye – Causes of the Decline. A discussion by one ‘witness’ in the Commission discussing factors in declines of Fraser sockeye:

 “An absence of data, or an absence of evidence to me is not evidence of absence, and I think it’s a little bit dangerous to use an absence of data or an absence of evidence to suggest that contaminants play no role whatsoever or are indeed unlikely to play a role.

…but clearly we’re data deficient in terms of our current capacity to understand what’s happening with the sockeye situation”

So… ummm…. Is it data deficient, or deficient data?

And… does evidence presence mean evidence is in the present… or how about if the President’s evidence is present… Or, absent? Does absence of the President’s evidence mean we have data absence, or data presence, or data presents (like cigars and interns)…?

Is not the absence of data, itself… data? Or is absent data, presence of data absence or just simply absence? What if data absence, become data presence – does that make us wiser? If data absences become data evidences, was not the gap also evidence, or simply evident, or clearly evidents — leading to the gap? If the gap is filled, what becomes of it?

Does our “knowledge” really have ‘gaps’…? But aren’t the gaps, still knowledge? Is a gap filled; make better knowledge presence? But still yet, what becomes of the gap?

Is the epitome of all gaps, to become filled, or full-filled… or maybe only half-filled… or is it half-empty? (a half-empty gap, says the pessimistic scientist…)

(I feel for the gap, says the empathetic scientist)…(All i want for x-mas is a tooth-filled gap, says the hockey-playing scientist)

What if a gap filled, in fact, becomes a bigger gap — in knowledge, or evidence, or presence, or absence? What then…

But what of the gap between our reality and our dreams? What becomes of that gap – when filled…?

(Here lies “THE GAP” will say the gravestone… “mighty and gaping in its presence, sad and lonely in its absence.“)

But wait… i can hear the copyright police calling now… …And I will say, I did not know “THE GAP” existed… that is the evidence in my defence… And yet the presence of “THE GAP” in my utterance, is my present offense.

…and they will tell me, as Justice’s well know, ignorance of the law is not a valid defense, and thus stop the pretense.

…and thus the gap in my knowledge will be a detriment, and not a defence… and here evermore absence of presence (e.g. knowledge) becomes a downfall… yet… that absence is still data… data used to prove presence of absence as evidence…

But, what if data abstains in its absence, and in its presence presents evidence?

Does absence of presents present mean conclusively that presents are absent, or simply lacking presence — or is absence of presents due to Santa’s absence? But if Santa is present, reality is absent — isn’t it? (but thankfully, still presents… if you remain a believer)

Yet if reality’s absent, what is mentally present? Mental absence, may mean data presence – but is that data present, and is it a present? In reality’s absence for some, it may become Not criminally responsible which can mean mental absence – says the judge and jury. And, so… to the convicted, evidence of mental absence is the defence of present – some might argue…

Is the data reliable, or simply pliable… like all data that is present or absent. In the present defence, as explained above, presence of absence is the key (e.g. mental). However, with Fraser sockeye salmon, some say it is absence of evidence for ‘smoking guns’. But… for the Province… evidence absence, means the smoke stays in the guns…

If it is absent — data that is — then that does not indicate lack of presence, or presents, or simply pre-sense.  Maybe… it seems… it simply means current absence, not abstention. But if data abstains, is it not present? Or is it simply taking a break, or somewhere south, ‘taking the fifth’?

If it’s broken, is it a gap? If there’s a gap does our decision-making wait for presence — or the presents that come with absence of datum?

If there’s a gap, and nobody is looking, is it still a gap? Is it data? Does data only exist when someone is looking? What if they only see in one eye? What if they are near-sighted… is it far-out data? Or far-sighted… is it near-data?

What about data that is right on the 200-mile offshore marker – is it Canadian data, eh? Or is it international data, da? Who owns it? Data is valuable, no? Are gaps, therefore, worthless data, or simply data worth less?

But some gaps are essential and priceless, like the gap that exists between you and oncoming traffic…

And, yet, what is a data gap, and gaping data – but is not data made up of datum… oh wait, it’s more…

Datum, say some, is simply nothing more than “an assumption or premise from which inferences may be drawn.”

Ohhhh… so presence of inference, does not imply absence of assumption – it actually means presence of premise, and presence of assumption. But assume does not indicate a present to the law, nor to the convicted… assume is a danger because as the old ditty goes: it makes an “ass” out of “u” and “me”…

And so we Houston, BC may very well might have, very likely presence of a problem or absence of a solution…likely, or may have…highly probable, but debatable…

Further, according to Dr. Ross, contaminants very likely contributed to the long-term decline in the sense that they may have contributed through small incidents here and there (i.e., “death by a thousand cuts”) or they may have weakened the fish over time, such that when they went to sea they may have been more vulnerable.

Now pardon the cynic in me, but wasn’t the “Terms of Reference” for Justice Cohen and the Commission:

Last time I checked, “may have” and “most likely” were in the ‘absence of evidence’ or simply ‘evidence absence’ category within the legal realm, let alone the factual realm.

Orwell concludes well:

Here is Justice Cohen’s language in the ‘decline of Fraser sockeye’ from Volume 2:

I find that there are plausible mechanisms during the incubation, emergence, and freshwater-rearing parts of life history stage 1 by which numerous freshwater stressors, such as effluent, contaminants, predators, warming streams and lakes, infectious diseases, agriculture, and surface and groundwater extraction may have contributed to the decline.

Although these mechanisms are understood, there is insufficient evidence about the actual impacts these stressors, either singly or cumulatively, have on Fraser River sockeye during this life history stage.

These mechanisms are understood, but “actual impacts” is not? And “may have” contributed…

Hmmmm…

Are we wanting these issues of great, grand ecosystems to look like the ‘mechanisms’ of a bank account…?

As in, “well, mr. salmonguy you say that you ‘may have‘ deposited money to your account, however, we can clearly see that you did not…”

Ecosystems like the North Pacific, or even the Fraser River watershed are mightily complex, complicated, and largely unpredictable entities.

Are we humans expecting that we will delay doing something about certain issues until the evidence is present? Or that ‘findings of fact’ are what is required for action to be taken so as to limit our impacts on other things?

The decline of Fraser sockeye is not due to some unknown entity… We, humans have delivered a good solid 95% + of the “thousand cuts”…

Us. You and Me and Dupree and the other 6 billion+ living souls.

And yet, even if the apparent mechanisms and “actual impacts” slept in the same bed of meaning and ‘understanding’… what would we really do about it?

Wait for the scientists to agree…?

First we’d have to wait for scientists to agree on which knife was delivering the cuts… or wait, was it an axe… no, it was a machete… no, it was a handsaw…

And the salmon farming industry scientist would probably say “what cuts?”

Then we’d have to wait for the proposed ‘solution’… but no, first we’d do that as a ‘pilot study’… then a new government would come into power and cut the funding, and implement ‘their solution’… then some scientists would need to use whistleblower protection and hire security guards, then the Auditor General would get involved, then there’d be a snap election, then there’d be a call for a judicial inquiry… then a court case or two, an appeal, a new government, a fiscal cliff, austerity measures, a bull market, a bear market, a new government… a new scientific discovery… then space travel would take funding priority, then government “Action Plans”, then another review of spending, another court case… and so on and so on.

… go back to top, read again, and rinse and repeat if necessary… (that is if you believe that little ditty on shampoo bottles… ‘rinse and repeat’…).

And if you do then the productivity of Proctor and Gamble will increase a heck of a lot faster then any Pacific sockeye population…

I see evidence of absence that anything is going to change anytime soon… just simply start by doing a rough calculation on the ‘cost’ of Justice Cohen’s recommendations, and this is just for FRASER SCOKEYE – not the other Fraser salmon populations, like the endangered Fraser coho or Chinook… and let alone the other five species of salmon spread throughout BC.

Like every other collapsing fish population with a ‘commercial value’… we will argue, bicker, and use useless language until the last viable population swims into the annals of “was”…

Oh where, oh where, did Justice Cohen’s report go?

It came with a bang on Halloween Day… and went out with a whimper by Christmas…

$25 million or more spent. 1000+ pages. Some hard-hitting recommendations. Will Justice Cohen’s multi-million dollar work simply become one more Data Gap?

Justice Cohen suggests in his lengthy report:

There are still many aspects of the Fraser River sockeye life cycle about which little is known. Many stressors have been identified, including predators, climate change, infectious diseases, human development, contaminants, municipal wastewater, pesticides, harmful algal blooms, salmon farms, hydroelectric projects, interaction between wild and enhanced salmon, and the effects of agriculture, forestry, and mining. We still have a lot to learn about the relative detrimental impact these stressors actually have on sockeye and their habitat.

This lack of understanding about actual effects applies not only to individual stressors but also to cumulative effects (e.g., the combined effect of contaminants, disease, and warmer waters on the health of a fish) and to delayed effects (e.g., a contaminant or pathogen picked up during the outmigration leading to mortality during the return migration). I therefore recommend that further research is crucial to understanding the long-term productivity and sustainability of Fraser River sockeye salmon… (Volume 3: page 101)

Many of the researchers participating in the Commission’s research program encountered difficulty in locating and obtaining access to relevant data. In some cases, different organizations had collected data on the same issue but had used incompatible databases.

Hmmmm…..

Justice Cohen suggests in his Recommendations:

When an independent body, such as a commission of inquiry, makes recommendations to a department of government in accordance with the mandate given to it by the Governor General in Council, a degree of accountability for those recommendations should follow.

… maybe all some folks were wanting for x-mas was a judicial inquiry with some real (two front) teeth…

That accountability thingy appears to be coming a data gap too…

Does more data really make us ‘better managers’? (of anything…)

Say for example… financially…

We know that credit card debt with high interest rates is BAD. Or at least carrying a balance at high interest is Really BAD. (this is individual, not household), non-mortgage debt is over $26 000 with credit card debt, the worst kind at an average of over $3 500 per.

Yea… we probably need more data to better manage our collective debt loads…

MORE DATA = BETTER MANAGEMENT, BETTER DECISION-MAKING, BETTER OUTCOMES…

Hmmmm.

My suggested equation is a little different:

(X) BETTER CARE OF SALMON HABITAT = ONLY FIGHTING CHANCE FOR WILD SALMON IN FACE OF CLIMATE CHANGE.

(Y) BETTER ‘MANAGEMENT’ OF SALMON = LESS POLITICS, MORE SENSE

(Z) NORTH PACIFIC = UN-FILLABLE DATA GAP

More science, more data, more research will not lead to better decision-making.

Healthy salmon populations, and therefore healthy ecosystems in which they inhabit, require simple things. Clean, cool water, clean gravel, and lots of salmon having lots of salmon sex.

Then lots of salmon babies need a pretty clear and clean path to the ocean, and back.

Simple equation… difficult execution.

Maybe the Harper Conservatives/Reform didn’t watch the crash and burn of Danielle Smith’s girls gone Wild-rose party earlier this week in Alberta.

Even Canada’s “heartland” folks that some might say lean towards the right side of the spectrum and maybe a little tinge of crimson on the back of the neck… were not ready for ‘gays will die in hellfire’ and ‘white folks make better candidates’-type comments coming from folks wanting to be elected to government in AB.

…And a leader that said “gee, shucks, that’s just their personal views, don’t worry those won’t affect their politics…”

Or…maybe… just maybe… was it a crash and burn, or, simply completely blown polling results… who’s to know really…

But then we have Harper and his crew.

The Honourable Keith Ashfield, Minister of Fisheries and Oceans Canada, announced that the Harper government will introduce changes to protect the productivity of recreational, commercial and Aboriginal fisheries. This means focusing protection rules on real and significant threats to these fisheries and the habitat that supports them while setting clear standards and guidelines for routine projects.

And there it is… a point made many times on this salmonguy site… The Dept. of Fisheries and Oceans has the mandate to conserve and protect fish and fish habitat.

NOT… “responsible protection and conservation of Canada’s fisheries”…

Someone… pardon the pun… is missing the boat.

OTTAWA — The Harper government unveiled a massive omnibus budget implementation bill Thursday that includes Fisheries Act amendments that will strip the term “habitat” from the most crucial section of the law.The government’s intent, according to a spokeswoman, to assist “everyday Canadians” in their dealings with federal fisheries bureaucrats.

And the official said allegations that the government is giving in to demands from energy and mining lobbyists are false.

“These are changes being made in our department that are designed to help Canadians — everyday Canadians: landowners, municipalities, farmers – be able to undertake activities on their properties without obtrusive interference by our department,” said Erin Filliter, spokeswoman for Fisheries Minister Keith Ashfield.

Hmmm… interesting…  this is about everyday Canadians… says Ash-field.

The Vancouver Sun the day before yesterday:

The quote in the first paragraph from the article cracks me up:
The federal government’s planned overhaul of the Fisheries Act may reduce the regulatory burden companies such as Calgary-based Enbridge Inc. face in getting approval for major projects, Fisheries Minister Keith Ash-field said Tuesday.
Yes, that’s not a typo on my part, it’s a direct quote… He’s Mr. Ash-field… hmmm. someone trying to say something at the Sun…?

But Ashfield rejected opposition accusations that the federal government’s plan for a “more sensible and practical” Fisheries Act was a result of corporate pressure from the energy and mining sectors. “It certainly hasn’t influenced me in any way shape or form. I have never sat down with [or] had any discussions with Enbridge,” he said in an interview.

Ashfield said farmers, municipalities and even some conservation groups in Canada support the government plan to shift regulatory enforcement focus away from general fish habitat and toward specific fish and fish habitat that are of “vital” importance to the recreational, commercial and aboriginal fisheries.

Oh yea… what about scientists, researchers, and streamkeeper groups? What about the 100,000 plus or so BC’ers that spend time cleaning creeks and streams and looking after fish and fish habitat?

Ashfield drew attention to groups outside the mining and energy sectors backing the changes, including the Ontario Federation of Anglers and Hunters, Ducks Unlimited Canada and the Canadian Federation of Municipalities.

What horseshit, last time I checked, Ducks Unlimited wasn’t really a fish conservation organization…  doesn’t it work on protecting wetlands so that there’s more ducks to potentially shoot…?

And of course the federation of municipalities is going to go for it…

The bullshit that elected officials will spew out in the name of marketing and PR is astounding.

But Ashfield acknowledged his proposals could reduce Enbridge’s requirements under Fisheries Act habitat protection rules for the estimated 1,000 waterways its Northern Gateway pipeline will cross. “It could be determined that some of these waterways may not necessarily be vital waterways,” Ashfield said.

The government announcement stressed that the current fisheries law, which bans activity that results in the “harmful alteration, disruption or destruction of fish habitat,” has been too broadly enforced.

Too “broadly enforced”!?

Show me all the frigging fines and convictions then.

You can’t, because there were only two in 2008.

The Globe and Mail also ran an article on this issue the other day:

…But critics argue the government is looking to reduce the regulatory burden on energy and mining companies, and the changes will jeopardize rivers, streams and lakes that are part of broad and important ecosystems.

“This announcement does indicate an intention to compromise for some of Canada’s lakes, rivers and streams – whichever the government officials deem to be not vital,” said Lara Tessaro, staff lawyer with the Vancouver-based EcoJustice group.

“In the context of environmental protection, it is a really bizarre approach to have government officials handpick which lakes are not important. … What fish need to survive is healthy and productive habitats, from spawning grounds to rearing grounds to habitats for their entire food chain.”

Ms. Tessaro added that the legislative amendments are unnecessary if all the government wants to do is streamline the process for minor development projects, because they are covered by policy guidelines that could be easily changed.

Great, we’re going to have salmon and other fish habitat decisions made by ‘elected’ officials in Ottawa. Yup, those elected officials that come with a great breadth of knowledge about fish and fish habitat… (in Ottawa). Just like the Parliamentary Secretary for the Ministry of Transport and Infrastructure…

…real solid fish habitat folks those ones…

This is a sham.

See it’s language like this article out of the Globe and Mail that sum up the current governing regime:

Interesting, I thought we were in a time of great cutbacks and savings…?

Public servants and ministries are being hacked and slashed in the name of smaller government… and yet: “Fifteen cabinet ministers, three MPs and a senator will stage 18 separate events throughout Canada to play up the benefits of further opening this country’s markets to the 27-member EU bloc.”

Sounds like wise spending to me… better get out there and replace all those “weak knees”…

The Conservatives kicked off the public relations campaign Friday morning with an Ottawa speech by International Trade Minister Ed Fast to the Economic Club of Canada.

“Trade is not for skeptics or scoffers. It’s not for the weak-kneed or faint of heart,” Mr. Fast told his business audience.

Who are these people in power?

Oh wait, I know…

The article on trade concludes:

The Tories can’t really complain of obstructionism in Parliament by the NDP now that the Harper government controls the Commons and, effectively, the Senate.

The Tories can use their majority powers – 166 seats – to limit and curb debate on any bill they want passed.

Nothing like bullies in power that love public relations campaign and the great spin machine.

Can only sit and watch the dismantling and then the nosedive and faceflop in the next election as Harper’s recent nosedive in the polls show.

As his beloved Ministers continue to be embroiled in conflict of interest scandals, spending scandals, lying about true costs of fighter jet scandals, etc… What’s next for the ‘Blue’ men group?

(And yet all of this shenanigan-ing on the Fisheries Act carrying on while Justice Cohen still deliberates on the Fraser sockeye situation… glad to see that Harper and the gang have essentially written off that $20 million process…)

I came across this quote recently, in a book about fishing communities and economies in Iceland: “Coastal Economies, Cultural Accounts…” by Gísli Pálsson:

The scientist and the fisherman dwell in the same social world, and if they represent it differently it is not because the latter [the fisherman] remains trapped within his cultural conceptions whereas the former [the scientist] can see the reality beyond, but because their respective positions within the social world constitute them as parties with different and often conflicting interests.

Related to this, some other recent research… a book called “Battles over Nature: science & politics of conservation” edited by Vasant Saberwal and Mahesh Rangarajan:

…any form of knowledge is embedded within a specific social context, a context that influences the process by which information is generated, processed & disseminated. Science in and of itself is no more objective or neutral than the knowledge generated and sustained within communities that use a particular resource.

The collection of information through the former [science] takes place in a more formally defined context than the latter [local knowledge], but both, ultimately are products of specific social contexts.

Further along, they suggest:

“It is when science claims to be necessarily better than other forms of knowledge, basing the claim on notions of objectivity and neutrality, and where this superiority is used by the scientific community to claim primacy of decision-making — then there is cause for concern.”

And,

… despite the ‘rigor’ of science — a series of studies has demonstrated that the questions asked by scientists are influenced by many factors including scientific concerns of the day, priorities of funding agencies, one’s own social context, and that experimental data may be interpreted to conform to existing paradigms.

Going back to Pálsson and his studies of Icelandic fishing communities and their move from small local fisheries to fully globalized factory fisheries and now?…. depleted runs and ‘fisheries…

(tough concept… I know… ‘no fish, no fisheries’…complicated… complex…)

… and in recent time their return to more hook-and-line fisheries as opposed to the factory mothership vacuum cleaner, by-catch tossed overboard model employed by much of the rest of the world (and supported by green-washing initiatives such as the Marine Stewardship Council)…

It is not understanding. Many may find this a difficult idea to accept — that we can know something we don’t understand. Not only can we know it, we can use the knowledge. We must simply be careful not to slip into superstition…

…Superstition is indeed an innate force within us. But we have qualities to help us control it. The shared knowledge of common sense is one of them. You can’t banish superstition. You deal with it. There is a surprising calm in common sense, a stubborn calm which resists the negative aspects of panic.

Take what are presented as natural economic forces. They can only exist to the extent that humans exist and therefore are not natural. The market in software would be surprisingly quiet if put in the hooves of sheep. Cattle have minimal interest in e-mail.

Economic forces must take their appropriate place as dependents of humans; more precisely, as dependent upon human characteristics in order to be shaped appropriately to our circumstances. And those human characteristics are themselves inferior to and shaped by human qualities.

Ralston Saul continues his appeal to common sense as ‘shared knowledge’ suggesting that “the complexity of shared knowledge reminds us that, if one globalization model claims to be the voice of inevitable forces, a dozen other models will appear which don’t. If humans deal with their superstitions and ideologies in an unpanicked manner, then the sensible not-inevitable models will predominate in the long run”

All of this is tied to common sense as ‘shared knowledge’.

What are these apparently “inevitable forces”?

Look no further than the “invisible hand of the market” — good ‘ol Adam Smith’s theory of economies and markets. Leave things to the free market and the ‘invisible hand’ will guide them right… (sheez, doesn’t reek of Christian Ghad overtones at all…)

Yet, the ‘inevitable’ forces of globalization, free market economies, and subscription to science as truth, are what many ideological forces fully subscribe to — especially various governing regimes such as the one currently in Canada.

Ralston Saul:

“We often think of definition as the cornerstone of reason – as our protection against superstition, prejudice and ignorance. A definition is therefore intended to clarify things, to free us from action. But what we have seen in our society is that a definition can just as easily become a means of control, a profoundly reactionary force.”

And he uses a great example for pointing to the point I’m niggling away at…

… the whole idea of a society of winners — a place known above all for its best — leads with surprising speed to a narrow pyramidal social structure. And then to division and widespread passivity. That in turn leads to false populism and mediocrity; to a world obsessed by bread and circuses [think current political circus… or, professional sports… or, Hollywood starlets], Heroes and the need for ‘leadership’.

He suggests that the variety of competitions between ‘certainties’ (think of the opposition of politics and political parties in Canada), has led over the past two hundred years towards: “a civilization of structure and form over one of content and consideration. The way we come at every question is structural, managerial.

Let’s look at a salmon issue for example… the Terms of Reference (structural, managerial) for the , as summarized in one of the interim reports:

That’s about as ‘structural’ and ‘managerial’ as it gets — and scouring the pyramids of scientific reasoning and bureaucratic bafflegab.

Ralston Saul’s example:

…In 1997 the World Trade Organization ruled that the Europeans were wrong to ban American beef raised with hormones because there was no convincing scientific case that the hormones represented a health risk. Put aside what you might think about hormones and beef. The central question is elsewhere.

It begins with an absolute certainty: that social policy in a democracy must be based not on popular will — the legitimacy of the citizenry — but on proof; in this case scientific proof. In other words, that our choice must be based on science. But in fact the science in question is not exactly science because it is limited by an initial question formulated in the context of commercial interest.

In other words, food should be considered first as a commercial object, second a scientific object and only third a matter of social, health, cultural or, indeed, of personal choice.

Hormones or no hormones. Health or sickness, sickness or health. The question on both sides is commercially constructed. Is the producer to be permitted to express the right of absolute ownership — that of maximized profit? Or is the producer to be punished by the cost of health needs? And in that context, what is the definition of a health need? No other important, non-commercial questions is admitted to.

[Do you see much difference with the current raging debate surrounding industrial-based open-pen salmon farming on the BC coast and other coastal areas of the world?]

So let’s put some of this in a current light…

This headline coming out of the Alberta election:

EDMONTON — A live audience heckled and booed Alberta Wildrose party leader Danielle Smith at a leaders’ debate Thursday after she said she isn’t convinced that climate change is real…

…“We’ve been watching the debate in the scientific community, and there is still a debate,” Smith said. “I will continue to watch the debate in the scientific community, but that’s not an excuse not to act.”

Really… is this a surprise?

A candidate funded right out of the oil patch — similar to Canada’s current PM — a climate denier!… say it ain’t so…

And is this really all that much more of a surprise coming from someone like Smith, whose husband ‘Dave’ is a senior executive with the Sun Media Group, which owns and runs a bunch of Alberta newspapers and the fine, full of journalistic integrity TV Station SunTV with the likes of Ezra Levant hosting a regular talk show…?

…the same Levant that wrote the book “Ethical Oil” and essentially coined the term for the Harper regime to shop around the world how “ethical” Canada’s oil is…

i’m shocked… (you probably can’t read how firmly planted my tongue is in my cheek…)

Oh, but hey, you can go read a similar story at Sun Media (you know the same place where Ms. Smith’s husband works…):

Leader Danielle Smith has solidified her views on the theory of global warming: “The science isn’t settled and we need to continue to monitor the debate. In the meantime, we need to support consumers in making the transition to cleaner fuels.”

“The science isn’t settled.” That’s it. Pretty ho-hum if you ask me, nothing earth-shattering. A legitimate statement of the situation.

Because, despite what the global-warming cultists would have you believe, the debate isn’t done — not by a long shot. And the breathless mainstream media has jumped all over Danielle Smith like she was a heretic confessing before an inquisition…

Yup, there you have it… the “global warming cultists”… hmmmm…

The problem here, goes back to the rational dependency on “science”… of which all sides of debates are guilty of… from the green flapping left wing to the blue flitting right wing.

Yet both trying to demonstrate the ‘righteousness’ of their flight path… e.g. opposite the other wing…

The problem with that… it’s not very conducive to flying anywhere… especially if you’re responsible for being ‘governments’… and thus an electorate… and thus average & not average every-day folks.

Ralston Saul lays this one out well, suggesting that obsession with structural and managerial approaches have done away with common sense and shared knowledge. He uses the example of homelessness and the divide between rich and poor in democratic societies.

We could actually do something about it… maybe even with little effort and little money… however we insist instead on pouring money and effort into things after the fact. After people and families (you know the same families that every politician blubbers on about these days as being so important…) have fallen off the edge into the zone of the excluded, marginalized, and in a situation of not being able to afford housing, necessities, etc….

… efforts focus on pouring money into homeless shelters, emergency services, food banks, drop-in centres, etc. as opposed to simply providing the means (e.g. affordable housing) to get back over the ledge away from the exclusion.

How’s that old saying go about an ounce of…. errr… ummm… oh right… “prevention”…

Ralston Saul does the same with explaining famine. Rather than proactively identify the possibility of famine before it happens, we wait until there is a body count and then governments respond with air drops of food, troops, cash… errrr… loans, etc.

As he suggests: “It isn’t that those responding are unwilling to address the issue of civil wars and landownership. But before they did so, they would have to address key structural problems. For a start, most international aid agencies have one department for dealing with development issues and another for emergency issues such as famine. As if one did not lead to the other….”

He continues:

The same could be said about our response to global warming. For every problematic statistic a theoretically rational reply can be made with a reassuring statistic. The North Pole melts and there’s an immediate chorus chanting that it has happened before. Specialists say polar ice has reduced by forty percent in recent years and continues to shrink by four percent a year. Someone funded to argue the opposite pumps out a reply from an ‘independent’ source.

In an era of utilitarian facts, each side argues its numbers, like little boys caught up in an analytic sandbox struggle.

And thus, folks like Ms. Smith and her girl gone Wild denial Party can come out with easy statements suggesting that the ‘science’ is not conclusive.

Yea… well of course it isn’t, it never will be.

This of course isn’t assisted by the fact that Oil companies now fund various University Research Chairs, including at the University of Alberta and Calgary. Not tough for theses types of positions to plant a little seed of doubt.

Off goes Charles Adler at Sun Media in his opinion piece quoted above:

Regardless of what you think of global warming, oilsands emissions make no difference. Canada produces 2% of all emissions, with our oilsands contributing only about 0.2% of global CO2. We could cripple our economy tomorrow, shut down the oilsands completely, our country could take itself back to the Dark Ages and it just wouldn’t matter. Yet the global-warming alarmists treat the people who question their stupid demands like heretics.

Yup. there’s a couple of the little boys and girls in the sandbox… throw stats like handfuls of sand… or the more damaging Tonka truck.

“ouch, that’s gonna leave a mark…”

See… when ‘scientists’ choose to enter this realm of tossing handfuls of statistics, and sand… it will most likely meet one of those ‘laws’ of physics.

‘every action is met with an equal and opposite reaction’

And thus, the ‘science’ can in fact become a part of the problem. Ideological, populist regimes such as the ones rising to governing status can simply put up a mirror and throw the stats back, planting seeds of doubt, and down the drain goes some common sense.

Gee does this ring of Conservative/Reform Joe Oliver, Canada’s Natural Resource minister this week, in the previous post on this site:

“We are at a critical juncture because the global economy is now presenting Canada with an historic opportunity to take full advantage of our immense resources,” he said. “But we must seize the moment. These opportunities won’t last forever.”

Let me put that bit from above in again: “…And results in an urgent conviction of the absolute necessity of apparently utilitarian, narrow, short-term actions…”

Ralston Saul continues:

What common sense provides is a clear sense that nothing is inevitable; that we belong to a society. Panic of this sort is therefore unnecessary. We are too intelligent for that.

What prevents us from acting as if we were that intelligent is our unwillingness to insist upon integrated thought — that is, to act as if we shared knowledge with others in our society.

Hmmm….

Of course the moment this image is put on paper it captures and represents something static… the reality is that these circles… well… they shouldn’t be circles… but whatever they are, amoebic, fluid… they should be flowing back and forth, thus increasing and decreasing the “somewhere in between”.

both at the same time, increasing and decreasing, flipping and flopping, hurtling and crawling through space.

You might think you’re still, but you’re spinning at about 1600 km/hr as the earth spins, and you’re blasting through space, in the journey around the sun, which is also rocketing around the galaxy at some 220 km/sec.

(… or so say the scientists … i’m often curious what the point of reference is for measuring those apparent ‘speeds’…)

Life is always a struggle of dynamic balance, and impossible balance really because when can you say you hit the sweet spot? As the moment you try to define it, it’s gone.

A mere image… or is it a mirror image…?

Like the age old problem of trying to define the position and speed of a particle at the same time… fixity out of flux… dynamic equilibrium as the saying goes. Constant movement, yet a search for placement; stillness.

Yet once placed, then seeking movement. Once moving, seeking rest…

Fascinating sometimes how synchronicity works…

Earlier today I was visiting various news sites as the announcement came out of Toronto from former investment banker and broker (30+ years) and executive director of the Ontario Securities Commission, now Canada’s Natural Resources Minister Joe Oliver:

The federal government is asserting its control over pipelines – including the proposed Northern Gateway oil-sands project – taking from regulators the final word on approvals and limiting the ability of opponents to intervene in environmental assessments.

In proposed legislation unveiled by Natural Resources Minister Joe Oliver on Tuesday, the Harper government will clear away regulatory hurdles to the rapid development of Canada’s natural resource bounty…

Apparently in Oliver, Harper and the rest of the Reform Gang’s brilliance:

At a Toronto press conference, Mr. Oliver said the proposed changes are aimed at providing quicker reviews in order to reduce regulatory uncertainty and thereby create more jobs and investment in Canada’s booming resource sector.

“We are at a critical juncture because the global economy is now presenting Canada with an historic opportunity to take full advantage of our immense resources,” he said. “But we must seize the moment. These opportunities won’t last forever.”

Hmmmm. They won’t last forever?

Why?

Where are the resources going?

Is this like one of those childhood mythologies… remember “digging to China”? Maybe the Chinese are digging to Canada… stick a siphon in, suck it out…

Oh wait… they don’t have to… just give PetroChina (Chinese government owned company) and let them dig IN Canada…

… and make the siphon out of pipelines and supertankers… (and leave the risk with BC’ers and the BC coast)

“Household debt is biggest domestic risk” says Bank of Canada.

Canadians’ household debt levels are already at near-record levels. The Bank of Canada thinks they will swell even higher.

“Household spending is expected to remain high relative to GDP as households add to their debt burden, which remains the biggest domestic risk,” the central bank said Tuesday as it boosted its economic growth forecast and indicated higher interest rates are on the way.

Hmmmm. The biggest “domestic” risk in Canada is household debt?

How ’bout the brainwaves running Ottawa these days?

Get that oil out of the ground as fast as possible and send it to resource-hungry growing economies…

what about keeping it in the ground for now and making our next generation, and the generation after that some of the richest going…?

It’s like the brainwave approach occurring right now in sucking out, and sending away Canada’s natural gas resource… at historically low prices.

Natural gas prices have probably never been lower.

yet, suck and send. suck and send. suck and send.

Household debt?

It is a shocking problem.

This graph, below, comes from the Federally appointed .

Appointed by current Finance Minister Jim Flaherty, the Task Force completed their Final Report in early 2011. (that is where the image at the beginning of the post comes from).

Yea, in a little over 20 years we’ve gone from 90% income to debt, to a soaring 150% now… that’s a problem.

You drive through a town like Prince George recently?…

Some will suggest that all of these households can have RV’s, travel trailers, a couple of vehicles, ATVs for summer and snow machines for winter, and trailers to haul them, and trips to Maui… and… and…

…because the cost of housing is so low.

Apparently, that’s the reason say many…

Well, not one to burst too many bubbles… it’s called debt. Massive Debt.

It’s called, ‘gotta job… sure i’ll give you credit’…

‘shitty credit rating? oh no worries we’ll just charge you more interest’

wanna home, shitty credit, no worries, we got a deal for you…

(not our problem anyways… we’ll just bundle the debt into some obscure financial derivative and sell it to American banks, they’ll get bailed out by taxpayers anyways…)

As the old saying goes: “any turkey can make a payment…”

Not meant to be demeaning, simply a common saying.

With credit available from pretty much any store, retailer, car dealer, and so on… it’s not difficult – in the least – to finance an appearance of “wealth”, “prestige” or “happiness”…

So let’s put these two, possibly disparate ideas together…

The current governing regime is going to rip all of our current ‘resources’ out of the ground… and send them to the hoover-resource vacuum cleaner across the Pacific…

Investment banker… errr… I mean Natural Resources Minister.

I’m sure in his 30+ years in his previous line of work he had little interaction with oil execs, or huge investment funds buying into oil companies… ‘positive’…

And so apparently the Conservatives are ‘streamlining’ environmental regulations in Canada because we must carpe diem.   [Seize the Oil…]

So really… mr. Oliver…(and Harper) who’s going to benefit from this ‘streamlining’ process, this ‘hurry and get the oil out’ process…?

The investment community, or the 50% of Canadians struggling with simple tasks involving math and numbers… yet, simple access to credit… at super low interest (i’m sure)…?

What an interesting time in Canada’s path… from peacekeepers to oil-mongers.

In other words… from ‘whoops, sorry, excuse me… to “What’s your problem? $15 billion for F-35s, $25 billion…? who cares, who’s counting?” (and really it was just this silly accounting error… stop hassling me…)

Someone stop that SCREECH of the record needle as it slides off the old vinyl…
